Empty projects are intended for pure Ruby programming.

To create an empty project
  1. On the main menu, choose File | New Project, or click New Project in the Welcome screen. Create New Project dialog box opens.
  2. In the Create New Project dialog box, specify the project name and location. In the Project type drop-down list, select Empty project.
  3. Click OK.
  4. Configure project structure.
