Upgrade Python from 3.8 to 3.11
As Python 3.8 has reached its end of life and no longer receives security updates and bug fixes, the default environment in Datalore now uses Python 3.11.
Existing notebooks continue to use Python 3.8, but we recommend that you manually upgrade them to 3.11 whenever convenient.
