Support for using Mercurial as a version control system is not bundled with PhpStorm. You can install the Mercurial plugin from JetBrains Marketplace as described in Install plugins.

You can find the documentation for the Mercurial support in PhpStorm in the earlier versions of PhpStorm Help.
