The request uses a user-management endpoint that isn't supported for creating users in your YouTrack version.

Solution

Check which API supports user management in your YouTrack version, then send the request to the corresponding endpoint.

Starting with YouTrack 2026.1, use YouTrack REST API for user-management operations. In earlier versions, create and manage user accounts with Hub REST API.
