License Server discontinuation
License Vault is currently the default solution for managing JetBrains licenses. The legacy License Server (also known as FLS) will be discontinued and gradually taken out of service starting January 1, 2026.
When will License Server will stop working?
Beginning January 1, 2026, we'll start phasing out License Server. All instances will be gradually taken out of service and will stop distributing licenses. When that happens, any users in your organization still connected to a License Server will lose access to their JetBrains licenses.
After January 1, 2026, your License Server may stop working at any time, and you won’t receive additional notifications about the exact shutdown time. To avoid outages, please make sure to switch to a new license management method before this date.
What you need to do
You'll need to switch to a new license management method by January 1, 2026. There are two options, depending on what works best for you.
Option 1. Switch to IDE Services
If you’d like to manage licenses automatically and keep using floating licensing, we suggest moving to License Vault, available as part of JetBrains IDE Services.

To get started with License Vault in IDE Services Cloud, log in to your JetBrains Account and start a free 30-day trial.
Make sure to log in with an account that has org admin permissions for your organization.
Your organization will need to meet the eligibility criteria to start the trial. Check the IDE Services documentation for details and step-by-step instructions.

Migrate to IDE Services
Once your IDE Services instance is up and running, you can migrate your existing users and licenses to it. Check our migration guides for instructions:
Option 2. Manage licenses through JetBrains Account
You can also manage your licenses manually in JetBrains Account. This option works if you don’t need floating or postpaid licensing and are okay with manually tracking which licenses to revoke and reassign.
In JetBrains Account, you can assign licenses one by one or in bulk, and revoke licenses from users who no longer need them. You won't need install any additional software to do this.
Switch to manual license assignment
You'll need to start by moving your licenses from the License Server team to a team that isn’t connected to a License Server. To avoid disrupting your team's work, move licenses in small batches.
Move some of your licenses from the License Server team to a team that isn’t connected to a License Server This will make them available for direct assignment. Follow these steps to move your licenses.
After you move a batch of licenses to another team, assign them to your users. You have to options:
After you assign the first batch, repeat the steps as needed to assign the remaining licenses.
Once you fully switch to direct assignment, you'll need to track usage and manually revoke licenses from users who no longer need them.
You can also partially automate your license management with the JetBrains Account API.
After you have switched
After you switch to a new license management method, you don’t need to do anything else. Your License Server will be taken out of service automatically after January 1, 2026.
Delete the License Server team
If you want to delete the License Server team in your JetBrains Account organization, you can do so once all licenses have been moved out of your License Server.
Make sure team is empty. If not, transfer all remaining licenses to another team, including any expired or perpetual fallback ones.
Make sure True-Up billing is disabled. If your License Server still has True-Up enabled, you won't be able to delete the team. In this case, contact our Sales team to disable it.
